Shilo Heger – President Elect

I began my career in local government in 2004 as the Tax and Accounting Supervisor for Riley County, in Manhattan Kansas. I was appointed to fulfill the outgoing treasurer’s term in 2014 and have served as Riley County Treasurer for the past 10 years.  I am getting ready to begin my 3rd term. During that time, I have done my best to improve the customer service experience for my constituents.  Some programs include an escrow program to assist taxpayers with their tax payments and their annual motor vehicle renewals and an appointment system to make it convenient for customers to come in on their time.

In my role as President Elect, I aim to foster collaboration among county collectors and treasurers, advocate for best practices in financial management, and provide valuable resources for professional development.  I believe in the importance of networking and knowledge sharing to empower our members.

I have a degree in Accounting from Kansas State University.  I have served as the President of the Kansas County Treasurers Association. One of my proudest moments was receiving the Kansas Outstanding Treasurer of the Year award in 2022.  I volunteer in the Pilot Club of Manhattan and am very active in my church.  In my spare time I enjoy attending K-State football and volleyball with my husband Martin. I have three wonderful children (Alex, Evan, and Hannah) and two very active dogs. I love playing golf, I just wish I was better!

I am working hard on the 2025 conference in Philadelphia. I hope to see many old and new faces there! I look forward to leading NACCTFO in 2025-2026, ensuring that county collectors, treasurers, and finance officers are equipped to meet the challenges of the future.
